After selecting an item in the quanity worksheet assignment window, why is it necessary to then click the "New Measurement" button? Could the New Measurement be activated upon selection of the QWKS item?

Quantity Worksheet Assignment can work in two ways. Some users select the worksheet item before they start a measurement. (I think that's what you're doing.) It that case, automatically starting a new measurement on item selection would make sense.
But some users create the measurement, then select the worksheet item. In that case, the selection should be applied to the existing measurement. Starting a new measurment would foul them up.
However, in the "select before" scenario, the user typically has "Auto-assign" checked. In the "select after" scenario they don't. So we could automatically start a new measurement only if Auto-assign is checked.
This still leaves a problem case. Sometimes users Auto-assign an item to a new measurement then after creating the measurement, want to change the assignment. To do this they select a different item then press the "Assign" button. Automatically starting a new measurement would foul this up.
Another alternative would be to add an "Auto-new" checkbox to the assignment toolbar. If this was checked, then any item selection would start a new measurement. Then we just have to deal with users confusing "Auto-assign" with "Auto-new".
