Is it possible to zoom while making a measurement to make sure you hit the right point in large areas or congested areas?

Absolutely. The easiest way to to point your mouse at the area you want to zoom in on then roll your mouse wheel forward. You can also use the Zoom-in or Zoom Rectangle toolbar buttons. There's a short video on this in the Training Videos. See Drawing Navigation.
The Close-up window can also be used to show a close-up when clicking on a point. Simply click and hold the mouse down. after half a second or so, the close-up window will appear right under your mouse, showing a zoomed view of the area around the mouse. Move your mouse pointer to the exact desired point and release it.
There are settings in the User Preferences for the close-up window's size, zoom factor, display delay, etc.
